Since 1994, when the law was enacted to date in force, has fundamentally changed in Campania, the social and demographic profile of the foreign presence. This change in the region of the formation of a large number of foreign families as well as a growing number of children. Hence the need for a regulatory apparatus that would introduce innovative instruments for the governance of migration at the local level, in order to promote a model of acceptance and inclusion of foreigners based on the allegation or the extension fundamental rights.
